once you have installed Java Web Start on your system, jnlp-files should open with it and install automatically.

if not try to save the arborator.jnlp file on your disk and start it with the java web start executable:
javaws arborator.jnlp

you have to grant all the permission even though my electronic signature is not certified.

just trust me and click on the démarrer/start button.
